Employment and Public Procurement Law

Base Knowledge

It is recommended that students have some basic legal knowledge, at least at the level of introduction to law or of some legal framework.

Teaching Methodologies

Classes will be eminently expository, with the lecture by the teacher accompanied by slides, videos and texts to be discussed in the classroom.

Considering that we are dealing with a CU of the 2nd year of the bachelor’s degree, this implies that there will be some participatory initiative on the part of the students, which will be encouraged by the teacher, namely through questions posed in the classroom, as well as with oral and written reflections . The resolution of practical hypotheses on both sections of the subjects will also be provided.

Learning Results

With this UC, students will acquire skills in two different areas of the Public Sector, although the scope is related to contracts in general.

In the first part of the semester, topics related to labour relations in the public sector will be addressed, where students will learn about the inherent concepts and the implementation of employment relationships.

Due to the material taught, students will be able to analyze the different types of employment relationships and will also be able to distinguish them and relate them to the others existing  types in the Portuguese legal system. They will also be able to recognize the rights and duties of workers in public functions.

In a second phase, students will learn concepts related to the different types of public contracts and their insertion in Public Financial Law.

They will thus be able to recognize the different types of existing public contracts and their relationship with the State budget, without losing sight of the constitutional and legal principles and objectives that pertain to them.
