Organization and Public Management

Base Knowledge

The curricular unit is characterized by interdisciplinary interdependence in the areas of management, economics, law, sociology of organizations, accounting, public policies and political science. However, such interdependence does not presuppose, or require, in advance, the assumption of basic or recommended knowledge, considered essential for approval in the curricular unit.

Teaching Methodologies

Expository method, using theoretical presentations of the syllabus.
The previous method is complemented with the use of the Inquiry-based learning or research-based learning method, as students are guided to the elaboration of research work and analysis of scientific papers.

Learning Results

This curricular unit has the following specific objectives:

  • to identify: the foundations for public intervention; the evolution of conceptions about the role of the State in the economy; the typology of intervention modalities;the essential elements of administrative activity.
  • to distinguish and characterize the different models of public management.
  • to recognize the distinctive nature of public organizations and public management;
  • to characterize the essential elements of the basic management functions applied to the public sector environment and the specificities of the portuguese regulatory framework;
  • to understand the contribution of governance models in portuguese public administration, in the areas of administrative reform;
  • to understand the structure and organization of portuguese public administration;
  • to raise students’ awareness of the importance of transparency and accountability and their contribution to good governance in public organizations.

 

In short, given the stated objectives, the skills to be acquired by students are:

  • ability to recognize the singularities of public organization and management, in general and in the portuguese case in particular;
  • capacity and ability to investigate a particular topic within the concrete scope of Portuguese public management.
