Teaching Methodologies
The following teaching methodologies are used in this curricular unit: interpretation and analysis of the legal provisions and exposure of contents by the teacher and its discussion with the students; resolution of practical real case studies and court decisions by the students.
Learning Results
At the end of the course unit the student is expected to be able to:
a) Characterize the Portuguese Public Administration, its structure and mission.
b) Identify, in the context of the Portuguese administrative organization, public entities that integrate direct state administration, indirect state administration, autonomous administration and independent administration.
c) Know the types of intersubjective and interorganic functional relationships, namely hierarchy, superintendence and tutelage.
d) Identify, in the context of regional and local autonomy, the attributions of the municipalities and the competences of their organs.
e) Understand the way in which administrative bodies and services act, through the identification of the main legal principles that shape their performance.
f) Assimilate the concepts and scope of the administrative act, the regulation and the administrative contract, its main characteristics and typologies.
g) Discern the main stages of the process of formation of administrative acts and regulations.
h) Identify the rights of individuals before the Administration and the existing legal means aimed at complying with them.

4. The administrative activity: administrative acts; administrative regulations and administrative contracts.
5. Citizens participations in administrative decisions.
