Strategic Planning and Territorial Cohesion

Base Knowledge

Throughout the term, and in accordance with the syllabus exposed, practical exercises will be carried out in order to consolidate the transmitted knowledge. These exercises relate, generically, to simulated situations close to reality, being supported by the models and techniques studied. It is recommended that students have basic knowledge of English, public finance and economics.

Teaching Methodologies

In this curricular unit the following teaching methodologies are used:

1) Verbal Methodologies (saying), making use of pedagogical resources: Exposition, Explanation and Dialogue;

2) Intuitive Methodologies (show), making use of pedagogical resources: Demonstration, Audiovisuals and Written Texts;

3) Active Methodologies (to do), making use of pedagogical resources: Group work.

 

Learning Results

The subject of Strategic Planning and Territorial Cohesion aims to contribute to the interdisciplinary training of students, providing them with knowledge and capacity for critical reflection on:

a) The territorial planning exercise;

b) Contribution to societal challenges and territorial cohesion;

c) Response to environmental and climate transition;

c) The evolution of planning instruments.

Program

1. The conceptual, regulatory and normative framework for the planning activity: concept, objectives and scales of intervention; territorial dynamics; planning cycles; strategic planning; relevant actors;

2. The planning system in Portugal: division of powers between central, regional and municipal levels; Territorial management instruments;

3. Planning activity as a response to the main development challenges of contemporary society: challenges for the future (territorial cohesion, demography) and new approaches; issues and methodologies, objectives and limitations;

4. Policy and practice experiences of strengthening territorial cohesion in different regional/local contexts: territorial dynamics, diagnosis, actors and networks;

5. Regional case study: PROT.
